CAIW's has very high block proficiency so he will perfect block but doesn't extend parry. Magneto's block proficiency is so high it's basically perfect block and extends parries.

Stun duration is increased by what % chance you have to perfect block. The higher the percent chance, the longer the duration. So sunspot and magneto have high chances to perfect block, hence long duration.

Cap IW doesn’t have a high chance to perfect block, he has high block proficiency which reduces the damage so much that it’s 0 in most cases.

They’re two different ways to get to 0 damage, but since they’re different they also have different effects. Asking why Cap can’t extend stun time is like asking why a champ with higher attack does more damage, it’s just linked to the stats. Hope this explains it

Chance to perfect block increases stun duration. Block proficiency does not. CAIW does not have any chance to perfect block, so he doesn’t extend stun duration
