symbiote rank up materials missing?

so today i started seeing videos of rank 4 symbiotes and decided to level mine up too even though i have no plans to do the quests until he's rank 5, but when i leveling him i could only take him to rank 3, 68/72 catalysts. did all objectives. did only legendary side quests, never existed out, don't know how it's possible but my biggest concern is does this mean im [censored] and im not going to be able to take him to r5?

    You need to do 24/28 legendary quests. You’re still good.
