Gwenmaster Bug?

Is Gwenmaster bugged? The first mission you have to complete it dex her special 1 with 4 prowess passives on her. When I do that nothing happens. She doesn’t go to her special 2 like she’s supposed to. Am I doing something wrong? Has this happened for anyone else?
