It seems that special 3 attacks aren't gaining the 200% passive fury. Using doom against hood I did a special 3 while he was over 2 bars and it did ~9k damage, then did another special 3 when he was between 1 and 2 bars and it again did ~9k damage. Maybe I'm missing something but it seems to be bugged.
