Kingpin being healblocked in Cav EQ

in Bugs and Known Issues
In Kingpin's abilities it says he is "immune to all effects that modify regeneration rate except poison", but he is able to be passively healblocked in the Cav EQ (3.1) and doesn't heal from willpower. Is this a bug or is the wording in his description inaccurate?

    None. It's working as intended.

    He isn't "immune" to heal block. His ability only protects him from other's that would modify his regen rate, not from ability that blocks or shut down his healing

    A little related to this post, I see why kingpin isn’t immune to a passive heal block but I fought WeaponX boss in 7.1.4 earlier and for some reason he was immune to the Void’s petrify debuffs. WeaponX has a similar description to Kingpin both being immune to modifications to regen rate but I remember last year’s summoner showdown were many players fought a WeaponX using the Void, I assume to shut down his strong regen but I could be wrong. Any clarification would be appreciated. Thank you in advance.

    I didn’t read any nodes that said he was immune to petrify, The Void’s other debuffs were being applied, just not the petrify as Weapon X was “immune”
