does giving horsemen to cable increases his chance to gain regen when filling power bar?
because horsemen gives increased offensive ability accuracy so idk if that increase cable chances of getting regen

Yes
If you wanna regen like crazy the Warlock synergy is also an option. It gives him +10% chance to proc it
