Hawkeye fragility broken

Hawkeye's fragility is meant to apply 2 if getting a perfect release but in my use of him I've notice that sometimes I will get a perfect release but only place one fragility instead of 2 as it is intended. this is against ROL winter soldier

    Then you're not getting the perfect release. Every time I've used the sp2 and gotten the perfect release it has applied 2 fragility debuffs.

    I know when I get perfect release because it says : "perfect release" and then I get another dial in passive, but sometimes when I get the perfect release, I get the critical bleed still but I only get the one stack of fragility, it was a rare thing to happen in my testing but it definitely happened more than once and I have it recorded
