Gifting level 40 cutoff

Hello, is an old account that was not level 40 by Nov 20, but grinded to level 40 before Dec 20, eligible for gifting? Global has me confused on this, help appreciated

    I want to know if I should still grind my level 34 old account to level 40 or just forget it

    If it was started prior to Nov 20th and you grind now to get to level 40 and complete act 4, it will be eligible for gifting
