Gifting requirements clarification…

I was wondering do I need to be level-40 before the gifting event starts to be able to gift, or i can become lvl-40 on any day during the gifting event and gift?

    lets not leave it to chance and simply become lvl 40 before that week simple

    I think so you can get to level 40 at any day and then gift. The gifting would probably just unlock once you reach level 40. On the other hand you could just be safe and get to level 40 before it starts.

    Is there a way to check accounts start date?
    I know I made my side account mid November (not sure exact date but pretty sure pre Nov 20). Hit all the other milestones but still no gifting badge.
