What determines what counts as a buff or a passive?

What is so different about Ice Armor compared to Aura of Incineration that makes one a buff and the other a passive? Why should one be nullifyable but the other not? I would argue that Ice Armor is even more passive than Aura is because Aura is an actively triggered ability while the Ice Armor just happens.
