You can open a ticket and get leadership transferred. We did it in our alliance.

That’s not always true. In fact most leaders have probably been promoted.

Maybe he's in an alliance where players left at a huge war rating and placed a dummy account as leader

He's correct, but leader would have to be inactive for a period of days, not hours. Otherwise it really might be best to start a new ally.

Not always a leader can always select a new one, my old leader tried to merge with another one and went to join that one and made me leader before he left been in charge since and he's gone and has been for awhile.

As for the op it depends on how long they are inactive for, if they have been off for a an extended period of time as others have said you have to contact support and show them how long they've been off for if that doesn't work then just leave it and join another one.

if Leader is inactive for 30+ consecutive days you can request leadership change.
We had to do it when a leader in one of our alliances vanished

Welp, if he got a 7 day ban he should be back already. If a 30 day ban you have a few more weeks to wait. If it's permanent you'll be waiting a real long time. If you request leadership change it should come from an officer.
