Cavalier Difficulty Items on Paths

So I rarely find revives in the Cavalier Difficulty quest, which for any of the difficulties they are pretty few and far in between. But I really don't have a problem with those. What I want to know is why we only find level 2 potions in the Cavalier EQ? 750 HP for content that requires you to at least be running rank 4 5 stars or rank 1 6 stars.. that barely does anything. Even level 3 potions are hardly a step up, but would be a bit better..

    It's an olive branch... give you something useful, but not too useful.... plus they probably don't want to chance it getting used for farming.

    If it's level 3 potions it wouldn't make sense to farm it over RoL
