Opponents refuse to start specials

Since yesterday most opponents do not start their special attack, they are all waiting for their SP3.
Story, side event, AQ - everywhere... this is annoying.

    Restarted against sq psylocke 4 times before she threw something other than a SP3. Seems like that weird Passive AI is back
