Balance or Reworks

If implemented exactly as promised (of which I'm highly sceptical) the new balancing mechanic might end up being a decent addition to the game
BUT, doing it at the cost of monthly reworks considering that there are so many older champs that need to be balanced first instead of newer champions is something that doesn't make sense to me from a player's perspective
Same with animation changes without actually reworking the champion
To me this screams like another one of those changes that no-one in the community wanted but it's still being prioritised over all other necessary changes
