Should I upgrade mordo or voodoo to 4/5??

Mordo has a synergy with falcon and I like his gameplay better. On the other hand I duped voodoo and heard he is good. Not sure which to do. Thoughts??

    Voodoo is 100x better than Mordo. It’s not even close.

    How do I activate his stuff? His power output ain’t anything crazy, when mordo gets a power increase of so often
