Officers not able to select tactics/bans

All officers in my alliance, Tier 2, are not able to select the defense tactic or attacker bans.

We only play 1BG and none of the officers joined this war? Is this why?

As of now we will be fighting an alliance that has defensive tactics and bans in place and we do not. Pretty severe disadvantage.

Please advise.

Update:
We promoted a member to officer, who was enlisted in war, and he was able to set the tactic and bans.

So, why on earth would this be a thing? It seems incredibly shortsighted to lock all officers out from selecting tactics and bans if they aren’t participating in war.
