Guillotine 2099 has the strongest attack

So I guess Guillotine 2099 has the highest damaging hit unless there some one else I'm not aware of.

From what I recall, the conclusion was that that's the highest number in-game, and there's not going to be a health pool higher than that, so it's there to ensure, without doubt, that the opponent gets KO'd. It's similar to shooting a body multiple times, just to make sure. Basically overkill.
