Tech in EQ 3.3 not Power Draining

Is there a bug in EQ 3.3 that is preventing my tech champs from power draining on well timed blocks? Ive been using HB and G2099 and I noticed the first few parries triggers the power drain but then no power drains for almost the rest of the fight. I checked the nodes too and they are not preventing the drain. For example the conflictor path might prevent it upon the first block debuff but when in cooldown shouldnt the next parry block trigger the power drain?
