It’s working. Just the difference between challenger rating that is affecting the proc rate (or proc rate reduction in this case).
I also suspected challeger rating to have some influence on it, but still…..even with max pacify & max petrify, only hitting Wolvie while he’s stunned (either through parry or sp3) & yet he still procs regen countless times. I finally got him this morning, deciding to not use sp’s since it looked like he procs regen 10/10 on the 1st hit after a sp.
It's either fixied or you guys don't know how to counter him. 90% chance your hit after sp3 will trigger regen, so you either avoid sp3. or hit him once after it and try to keep him stunned afterward to reduce the regen from mastery. I one shotted him, so did KT1, probably many others, you can too!

I read it affects crit rating (% chance to score a critical hit). Maybe this is it?
That’s what I think too.
My view is that because you proc fewer crits due to CR, the AAR reduction that comes from crits for Aegon (and he’s supposed to crit almost all the time at 999 combo) is lowered, resulting in Wolvie being able to proc regen despite having AA reduced by 100%.
In simple words, Aegon’s AAR needs him to crit to activate. On non crit hits, Wolvie can still proc regen.

No there’s a bug & it is not working. Wolverine is proctoring his regen even on crits… also Aegon has a bug where his medium will result as a “white” normal base hit even with 999+ combo meter. I have noticed that boosting procs it a lot more than being non boosted. Where is kabam at with this issue?? Do they not run the challenge themselves & at least tell us, “hey guys, we are going to make you spend money on having to switch to suicide mastery if you haven’t done so already. But don’t worry, this challenge is geared to our spenders only. Have a nice day.” 💀
I don’t know what is or isnt intended but here’s a vid from 2+ years ago using a 5* R4 Aegon vs RoL Wolvie (never mind the visual bug that Kabam has acknowledged but refused to fix/resolve for several years). He does proc regen various time thru the fight even after I have 500 combo.
Couple questions, and I'll preface this by saying that I'm running despair, petrify, and pacify and have probably burned 20 revives on this garbage:
While below 1 bar of power, why is he regenerating over 9K per tick as soon as I hit him?
And apparently I can't upload a video... but he regenerates every damn time a crit misses, even if I back out and parry to try and reduce AA. I chip him down to 70%, he goes right back up, I've tried quitting out as soon as the regen pops up but the amount of time it takes to pause and quit he's already recovered 5% health, and that's if I'm lucky and he doesn't pop a double regen. So if I can't stop his regeneration reliably... and I can't outpace his damage... am I really expected to spend all day doing this stupid fight until RNG favors me?
This money grab garbage is exactly the reason people don't like this company and are moving away from this game.
It's fine. My strategy was sp 3, heavy charge, get hit, their stunned, two full combos, then light medium medium then medium light light light medium and they are awake again. 10% done every time. Took me a couple revives because he got some massive regen and I had to quit out. Also it's working, sometimes even with 1300 combo aegon wouldn't crit.
I am still not clear on if there is a bug or not. but it seems something isnt working as intended, or isnt working as written at least.
After talking with several groups i am in, there are 4-5 ways to handle this and make it relatively easy. 2-3 of them require specific masteries.
Because his regen is RNG, there is automatically some RNG to this fight. however, it is just regen, it is not anything that damages you. this is a long fight that will get longer and you have to be prepared for it. Hopefully there is a bug and it is fixed, but this challenge in particular is not driving people away and can be done as-is.

@AverageDesi
Hope it helps.
