She-Hulk induce panic question

Only have a 3 star so honestly never really used until the Carina a-force challenge. Don’t really understand if the induce panic thing is working properly or not. Had many times when I was at 15-20 furies and the defender refused to throw a special. At 20 furies that’s 300% chance. Shouldn’t they throw specials non stop? What is the normal % chance of them throwing a special ..15% x what? Is it like the spider Gwen unblockable evade thing 550 x 7?

    With that many furies the opponent should be throwing specials easily, but the AI in ROL can be super passive at times. So that's most likely the reason

    I would suggest to use MrF for most fights.
    Reserve your she hulk for XL champs and SW.
