Incursions change

Why where cooldown timers and ability to pay for a refresh removed? I quite liked this, as champs I wanted to try out again could be available instantly instead of waiting 6 days

I'm not a lover of Incursions cause of the cooldown on characters . I can do one run for as long as I can but then I don't play again for a while.
