Resonate mastery bug?!? White mags also

I’ve been using resonate for months on path 1 in section 1 of map7. I have a 16% chance of producing a weakness debuff every hit. Up until the last monthly update it was good. It worked fine. This last week I’m lucky if a weakness debuff appears once every 30 hits! What has changed ?
Something seems wrong with white mags too. He’s not the same attacker he was 2 weeks ago. It’s as if he doesnt work against metal champs anymore. The magnetise debuff is there but there is no reduced block damage or any Change in the opponents ability accuracy reduction.
