Doctor Octopus' level 3 special causes NO DAMAGE...

I've noticed that whenever I use Doc Ock's L3 no matter how much stronger I am after the animation is done the character still had all his hp before I hit the special button... Please help?! I've also caught this by recording it in case footage is needed..
