7 Day XP Beginner Boost not there

I've literally just started a new account to fill the gap while i wait for my energy to regen on my main and a few people on global chat have informed me that I should have a 7 day XP boost for beginners? I have no such thing and would like to know how to go about getting it please? Yes i have completed the tutorial and completed Act 1 Chapter 1
