Alliance War rating off season

I’m new to the game so I have a question: Do off season war affect alliance war rating and tier?
I see some said no but also some said yes and I also see the change in our alliance war rating. Do anyone have a clear answer?

    Think it's Tier 1 to 5 are locked and lower than that are still live.

    @Gamer my alliance was in tier 14 and drop down to tier 15 after a lose off season

    @Worknprogress so there is no off season for us? We just want to have more loyalty to save up for upcoming season. Should we stop doing war off season?

    It's still technically off-season in that you don't get an season points for wars but your rating can still change. How you approach off-season wars depends on your goals. You can push in off-season to start in a higher tier next season, just participate for loyalty, or just not even que for matchmaking

    We want to save up loyalty but we also want to save our top champ for AQ and story content. If we start season with lower tier then we would be on disadvantage with points multiplier right?

    To be honest, it should all be frozen with a contingency for starting out.

    Yeah I also think everything should freeze off season
