Summoner sales offers availability

I have returned to the game recently after about 2 years away. I was curious as to whether the Summoner's sales will only be offered in one progression form? I am 1 r3 6* away from Thronebreaker and am wondering if waiting until the sales drop would be of a benefit to me or should I just go Thronebreaker now because I will only be able to buy 1 set of offers? Any clarification would be appreciated. Thx. @Kabam Zibiit
