AQ Bug and Rewards ( can we moved to others alliance )

SInce last AQ at day 5 e few alliance cant join or start AQ and make impact tp rewards, so when Kabam try to resolve that problems, i need answer this question,,,, is member from the impact alliance cant join to another alliance before they received compesation from that bug ? Thanks for answering
