Just pulled him out of a 6* crystal, what's he like? I don't know much about him, but I would sure like to know! Does he need to be awakened?

UTILITY:
The general gist of his rotation is you want your opponent to gain power and fire a lot of special attacks. Overseer gains a Gamma Charge for each time your opponent gains a bar of power, each Gamma Charge will give Overseer +540~ Attack Rating (for an R3) up to 6 charges (+3,200~) which is huge. It also increase the potency of his debuffs by 17% each.
Also, everytime the opponent fires a special attack, they will be inflicted with an indefinite Special Concussion debuff that will reduce the ability accuracy of their special attacks by 10% each up to 70% total. It’s a really useful utility. For example, Sersi gains an unblockable buff If she has above 1 transmutation buff but if she has 7 Special Concussion, the chance of it activating is reduced by 70%. All Abilities and Nodes are also affected by the reduction during a Special Attack, for example, Encroaching Stun while your opponent is activating a special. Another good utility paired with his Special Concussion is how it can be a good heal block if you have Despair.
He’s also given a Taunt debuff on his heavy attack, which is a good addition to his kit to bait special attacks easier.
Another, really nifty utility is his immunity to Nullify, Fate Seal, and Stagger. So he’s technically immune to Buffet, Power Snack, and the majority of mystic champions that uses nullify as their bread and butter.
DAMAGE:
The damage from the Gamma Charge is good… but it even gets better and this is the fun part. You will start your damage rotation once you get to 6 Gamma Charges and 2 bars of power (almost 3 ideally) by firing an SP2. Firing a Special Attack, Overseer will enter Cosmic Mode.
In Cosmic Mode, Overseer will consume all of his Gamma Charges and will not gain any more whole at this state. For each Gamma Charge consumed, Cosmic Mode will last 3.33 (Maximum of 20 seconds at 6 Charges) and everytime he should gain a Gamma Charge, he’ll gain a non-stacking chunky Fury Buff instead at +750~ per charge to a total of +4,500~ Damage Rating. So everytime the opponent gains a power while you’re in Cosmic mode, you’ll get the chunky Fury Buff that refreshes each time they gain more power as long as you are in Cosmic mode.
Additionally, for each Light Attack you inflict a bonus +1,995~ burst damage (chunky red number). This along with the chunky Fury Buff will melt your opponents’ health as if you’re fighting a Thanos or Kang team with your best champs in Arena.
Firing the SP2 also inflicts the opponent with a Disorient debuff that reduces their defensive ability accuracy by 40% and block proficiency by 50% and while at Cosmic Mode, the SP2 will give a bonus Energize buff (+25% offensive power rate) that will help you cycle your rotation faster.
So, the general rotation is:
-Stack up 6 Gamma Charges
-Fire an SP2 when the opponent is almost at half a bar of power (or less)
-Enter Cosmic mode and push the opponent to a bar of power by going MLLLL or LLLLL (Light attacks for the burst damage)
-Gain the chunky Fury buff
-Spam SP1 (This gives you a 7% heal plus it will stun the opponent giving you time to go ham with the chunky fury buff and the burst damage from his light attacks)
-Heavy Attack to inflict Taunt to easily bait a special
SIGNATURE ABILITY:
You actually don’t need it but it’s a really good addition. Once awakened, Overseer gains a Gamma Charge everytime his immunity is triggered or the opponent’s ability failed die to reduced ability accuracy (Disorient and Special Concussion). This will make the rampup faster on certain fights. For example, on nodes like Buffet, Overseer will gain a Gamma Charge everytime you dex as he is immune to nullify. On nodes like Toxican, Toxican’t, Overseer will gain a Gamma Charge everytime his poison immunity is triggered. This is available at Sig 1.
Additionally, you get Retaliation, which basically means bonus burst damage.
Everytime the Overseer’s immunity is triggered or the opponent’s ability fail due to reduced ability accuracy (with the help of Disorient and Special Concussion), the opponent will take a burst of 380~1,200 damage depending on sigs.
And each time you punish the opponent, or attack them, after a Heavy or a Special Attack they will gain a burst of 380~3,000 damage depending on sigs.
These additional damage are not necessary but is a good addition if you want to give him sigs. I’m already fine with him awakened at a low sig as his burst damage from Cosmic Mode and the chunky Fury buff is already more than enough. The best part of his sig ability is gaining Gamma Charges from failed ability and immunities.
TL;DR: A really fun champ that has a Go Ham! mode with a chunky fury and burst red numbers. Very useful utility too that disables most abilities. R3 worthy. R4 even.
