EOP Herc recharge node bugged

The recharge node seems bugged. After knocking him down with she hulk across multiple attempts, he begins gaining power like normal, even though it should be reduced by 100% due to the node. Is it the force of will node messing it up or his sig ability. Even still doesn't seem to be working as the node make out

    It's his sig ability. Combat power rate is additive
