Max sig Stryfe doesn't carry over the right # of charges

At max Sig, Stryfe should carry over 70% of his charges after each fight. However, I'm finding that after ending fights at 20 charges, I only carry over 13 instead of 14. That's 65% (which is what you get at s160). Is there a reason that extra charge isn't carrying over? Simple math error or something?
