The mutant dominant path on the EQ Cav difficulty is bugged?

in Bugs and Known Issues
Idk if other have been experiencing this and if it's just some sort of accuracy ability reduction thing but when I activate Specials on my mutants that are bleeding they don't remove the bleeds or grant a passive fury.
Anyone else experiencing this?
