Is Vulture bugged?

It seems like triggering the power drain on Vulture’s Raptor Strikes is causing a “debuff” to be placed on Warlock in the Eternity of Pain quest. This is really frustrating since it is dealing degeneration damage and power draining me for seemingly no reason. I do not have the resonate mastery so there should be no reason it is triggering the cleanse node

This is really unfortunate because Vulture is a great option to get multiple objectives for this week’s boss with his power control, armor break and fun interaction with the guaranteed crit node.
