    I haven’t done Abyss yet so I assumed a r3 Storm would help me through

    Since you’re talking about Abyss, I’m assuming you have everything else done or mostly done. If so, and without seeing your roster (there are other champs still way better than storm for that), then storm. But I’d still choose Peni if you have any other content to tackle.
