Scarlet Witch (Sigil)/Wiccan Synergy Possible Bug

Spiritual Parents synergy for Scarlet Witch (Sigil) states, "Regain 50% of the Instabilities removed when Degeneration expires."
The synergy works properly when Scarlet Witch (Sigil) has 6+ instabilities from throwing Special 1 or Special 2. However, the synergy does not work properly after instabilities are removed and degeneration expires from a Special 3.
If I'm reading the synergy and Special 3 description correctly, Scarlet Witch (Sigil) should be recovering half of the instabilities after the degeneration from the Special 3 expires.
Can you please confirm if this is a bug?
