Quick question why can't we bring Steve in ROL

Would love to use Steve in ROL but for whatever reason they don't allow him to he used there. Why can he be brought to LOL and Abby's yet not in ROL

There’s a random requirement that only allows Skill, Mutant, Tech, Cosmic, Mystic or Science champs in that quest, and Steve isn’t one of those classes
Not sure why it’s there but it is for whatever reason

Didn't even know know about that but it doesn't make sense of why thats in there. For variants it makes sense but for ROL that shouldn't even be a thing. Thx for the explanation, hopefully they remove that so I can use Steve someday in ROL

I can only see the restriction for 1 to 6 star. Is the class restriction some thing that’s only behind the scenes, or am I looking in the wrong place?
