Why is Storm's SP1 a contact attack?

Title prety much says it all. I can't see why a lightning bolt would be a contact attack when there's nothing to even make contact with. Other attacks with similar properties (instant and ranged) like energy beams count as projectiles, Electro's SP1 and Storm Pyramid X's SP2, which are also lightning attacks, are projectiles. I don't have any recordings, but I've had her special hit Tigra when charging heavy, I've also seen her gain poison from Archangel when he blocked the special.
