Banned champions

Are banned champions also banned from defense? I was trying to place my human torch on defense because he is banned from offense but I couldn’t and said I couldn’t join with banned champion

    I get that, but just curious if it just happens to me or anyone else? Or if it is supposed to be because I never read champions been banned from defense
