does it matter in what order you input masteries? if it does is there a guide on what order to input them into?

Yep.It, You need parry and dexterity early on,There are guides in YouTube,You just need to search

Masteries do in a way have an order because you must meet specific requirements in one mastery in order to open the next connected mastery. Basically have to start from the very left side and continue right. Cant automatically place a mastery point on the right side of the "trees" if you do not have any on the left. Have fun!

Lol.It doesn't really matter with order,But,Parry and Dexterity need to be gotten early on.
Not to be rude.......but his question could be taken two ways.
Example; is it better to get parry before dexterity?
Example; is it better to place DE before you place LC?
Keep in mind however that for some people, English isn't their first language. So yes, some people could read that differently, or take the question a different way.
Your "new generation" line makes me believe you're a bitter old man/woman who would tell us uphill in snow stories. What's funny is the old generations really can't accept different things.
So, first of all mine was a joke, kind of “ah the good ol’ times”, I am 30. Second thing I am Italian, not a native English speaker, but if I read correctly the question was not “in which order should I put masteries” but “does it matter in which order you input masteries?”. While your two possible answers would be apt for the first question, the second one excludes the possibility that the guy would be asking for advice about which mastery opening first. He is asking whether putting one first and one after changes the outcome, as it used to be for example for coagulate and double edge.
And finally, I teach at the university and yes, most people around 20 now really can’t seem to understand what is written in a text, or being able to express themselves clearly and linearly. It is also true that the same thing was told to me when I was in my 20s so who knows, maybe I am just getting old ahahah
There really needs to be a joke/sarcasm text indicator, would make it easier to spot jokes.
These could still me the same thing. "Does it matter" is still asking "what order" because "if it mattered" would mean that there is an "exact order" to place them in the first place.
That is a round about way (3 different ways of asking the same thing) and isn't the DE AA bug still around so it does still matter, right?
As someone who works with 15-20yo people it boggles my mind how they can read/text "OMGgurl he is 2G2BT. He was like 831 4EAE. BAE!" But can't read Hippopotomonstrosesquippedaliophobia.

If arenas are not your thing, PI doesn’t matter one bit to you. Here is a solid build that completely removes PI boost from consideration for mastery choices.
ARENA GRINDER
Arena points are determined by PI, which can be manipulated significantly through masteries. This is one of the highest overall PI boosts you can get, and is heavily focused on ending arena fights as quickly as possible.
40-POINT BUDGET BUILD
If you’re still working on getting enough mastery points to go for the expensive setups, this is a decent midgame build without any silver masteries that should help you through most content.
