Nebula SP3 finisher impossible?

I am unable to kill any enemies with Nebula's SP3 for the finishing blow event no matter how little health they have. Is this normal or a bug?

    The opponent regains their health before sp3 after it "should have" killed them,wth...Kabam please,look into it.
