Is black bolt bugged?

I'm trying to do the inhuman challenge and I've had 3 fights so far that black bolt with combos of 100+ didn't get any buffs. That could also be because he crits like 1-2 out of 15 hits which I find it crazy with his 23% base crit rate + the crit masteries that I have on.
So is it just some of the worst luck ever or is sth going on cause I found it crazy to be happening consecutively.
