New AW Scared Stiff Node - Is root passive or debuff?

As the title says...with Scared Stiff replacing Mix Master in AW, wanted to know if the root is passive or a debuff? Here's the text of the node.
"Every 8 seconds the Attacker is Rooted for 4 seconds. Rooted Champions cannot move, but can still attack, block and dodge. Activating a Special Attack removes Root and prevents it from applying. This Timer is paused while the Attacker is Rooted and is reset if the Attacker lands a hit."
