Victory Shield consumed after win?

If the purpose of a victory shield is to save you from a loss, why does it get consumed after a win? There is no guaranteed value, especially for something worth more than a 6 star basic (currently 1250 units in the store). Most “shields” in games are only consumed after the first loss taken after it was activated. Just seems weird to me.

The first game that comes to mind is Trials of Osiris, Destiny’s competitive PvP mode. You buy a trials card with a “mercy token” active. This token persists until you lose, and is not consumed after winning, thus guaranteeing that it is used in your run up to completion.
That’s only what I’m familiar with, it just makes sense to me that something so expensive have value that is actually used and not taken from you after a positive outcome (winning). But I understand that’s just my perspective. I could be wrong.
Also, if you ever play black jack in a casino, I double dare you to ask for your "insurance" back if the dealer doesn't hit a 21.
One more thing I would like to add, if you accidently activate victory shield, why cant I deactivate it before I search matchmaking ! or am I missing something ?

The Victory Shield is an “insurance” to protect you against a loss.
Regardless of the match outcome, it SHOULD be consumed. Else it’ll open up a huge can of worms with spenders going up to infinity rating with the abuse of it.
But they don't have value in gladiator circuit.
No one is going to infinity.
This way the expected win/loss becomes +x/-0. Do it enough and ratings will keep climbing upwards, never down.
As the better players are qualifying to GC every passing day, due to which it is getting easier as the season progress.
Victory shields does not prevent loss of rating points in GC.
VS saves you the Victory Medals (Aegon Badge) in 'Victory Track'.
But Victory Track is not infinite. It stops when you achieve Vibranium.
And once you reach Vibranium and start competing in GC, VS can't be used anymore.
