Node clarification

Hi all

In the description for Dizzy, it implies that it enhances champions that Evade.

I'm hearing stories of it allowing any champ who cannot Evade to actually Evade.

Can @Kabam Miike @Kabam Zibiit explain how Dizzy works please, does it allow any champ to Evade?

I have never encountered a champ evading that doesn’t have access to evade. I would guess these people just don’t understand the champion’s mechanics

EDIT because I need to apparently: never fought a champ on dizzy in bgs that evaded without having access to evade
