Since there is this current vanquishing blow event giving extra points for defeating someone using shock as the final blow led me to wonder, Why does Electro not have a shock debuff?? Yea he has static shock, but he needs to have the ability to add a shock debuff to his opponent when using one of his specials or his heavy attack.
