Is Ragnarok Thor's power gain supposed to bypass stagger and hex?

I was fighting mastermode thor and fired off an SP2 with hood. This applies hex that's supposed to be a fate seal + ability accuracy reduction. Gladiator Thor's 20 hit powergain still triggered while he was hexed and I believe he still had a stagger on him as well. Is this really intentional?

His power gain is not a buff, is a passive power gain

So that means you basically have to power lock him right?

Or hit him the a special attack while he is in power gain mode
