My 2 star valkyrie's sig abilty isn't working?

My 2 star Valkyrie is sig 99 (max sig) but when i gain a pierce, opponents are still able to go unstoppable and fight back. which isn't supposed to happen. my 4* Valkyrie is also max sig and it works fine. idk about my 5 star because she's anawakend. anyone have the same issue?
