Your in-game mail says "first 100 players", does this mean it ISN'T a time event?

The support said it can take 2-3 weeks sometimes to “fully finalize and distribute” the rewards and titles. And that “some summoners can receive their rewards sooner than others”… which gives me some peace in all of this. I don’t mind waiting, I just don’t want to be left out entirely.
