So the description reads stun time will decrease after every stun UNLESS the attacker has a prowess buff or passive. So why does the stun get shorter when playing with Apoc while he has permanent prowess?

Are you referring to parry stun or Apocs ability stun from hitting into block? If it's the latter, I'd assume because the node refers to stun debuffs and not passives, which Apocs personal stun is passive.

His stun into the block is a stun debuff according to his kit, not a passive.
I will say in response to OP that I did not experience what is being pointed out. I honestly didn’t even notice that node until I used a non-Apoc champ and thought that limber was just the extra path node.

    It’s definitely not passive.
