Venom (Hoping To Pull) - Where Is He?!?!

I am close to being uncollected. Amongst the millions of 4 stars that I have, I have been trying for awhile to pull Venom as 4* or 5*. I’ll do the Cosmic Tech Dual Crystal and the Incursion Cruelty to target Venom. I’ve not seen him once in any of the pull lineups. Those mentioned, and even in the general 4* and 5* Crystal. I’m stunned that I haven’t seen him. I saw him once in the Incursion Crystal. Is this just RNG bad luck or is Venom simply not available? Thanks for feedback.
