Why is the alliance war matchmaking not starting

I was just going to start the alliance war and I got this message "this is temporarily disabled" and couldn't start the war

    1. read your in game mails.
    2. war is disabled every tuesday for about a day, then opens again wednesday mid-day

    Sigh check back in a couple of hours, war always goes down then miday the next day it comes back up.

    How long have you been playing for btw and how long have you been in an alliance?
